§ 10.4. Passage of ordinances.

  • No ordinance shall be passed by the city council upon the date of its introduction, except in the case of a public emergency. In the case of a public emergency, an ordinance may be adopted on the date of its introduction if it is adopted by a two-thirds vote of all council members present and voting.

    All other ordinances shall be introduced at a regular meeting, and shall stand for passage at the next regular meeting of council, except as otherwise provided by state law.
