A-2 The Manual of Practice can be obtained in the City of Statesville Engineering Department or on the website at www.ci.statesville.nc.us . A-3 Plat Certificates A. Minor Final Plat Certificate of Accuracy: The final plat shall contain a certificate signed by the surveyor meeting the requirements of State law, written as follows: I, ___________ hereby certify that the plat upon which this certificate appears is in all respects correct according to the best of my knowledge and belief and was prepared by me from an actual survey made by me on the _____ day of ________, 20___, with a maximum field error of linear closure of _____, and angular closure of _____.
Owner's Certificate and Notarization: This certificate shall be notarized. KNOW ALL MEN BY THESE PRESENTS, that ___________, ___________ hereby certify(ies) that (I am) (we are) the owner(s) of the property shown on this plat, that (I) (we) hereby acknowledge this plat and allotment to be (my) (our) free act and do hereby dedicate to public use all streets, alleys, easements and other public areas shown on this plat. Certificate of Approval for Recording I hereby certify that the subdivision plat shown hereon has been found to comply with the Minor Subdivision Regulations of the City of Statesville, North Carolina and that the plat has been approved by the Technical Review Committee for recording in the office of the Register of Deeds of Iredell County.
B. This plat has been reviewed for compliance by the Technical Review Committee, and (the streets, utilities, and other required improvements have been installed in an acceptable manner and according to City specifications and standards in the subdivision entitled ___________) (a guarantee of the installation of the required improvements by the _____ day of ________, 20___ has been received in an amount or manner satisfactory to the City of Statesville.
Certificate of Conformity with Plans and Specifications I hereby certify, to the best of my knowledge, ability, and belief, that all infrastructure work to be performed on this subdivision will be checked by me or my authorized representative and will conform with lines, grades, cross-sections, dimensions, and material requirements which are shown on and indicated in the plans which have been reviewed and approved by the City Engineer. Any significant changes or deviations will be reviewed and approved by the City Engineer prior to construction or installation. I also acknowledge that falsification of the above certification may subject me to civil suit and/or criminal prosecution under G.S. 14-100, 136-102.6.
Certificate of Private Road Design and Construction: (where appropriate) (Use for pre-existing private roads) I hereby certify that the proposed private roads are in compliance with all standards contained and referenced in the Statesville Subdivision Regulations, and that the "travel way" of said roads is located within the right-of-way as shown on the plat.
(Use for newly constructed private roads) I hereby certify that the proposed private roads were constructed in conformance with the preliminary construction plans and profiles prepared in accordance with the Statesville Subdivision Regulations.
(Use in all cases of private roads) All private roads shown on the forgoing plat shall not be maintained by the City of Statesville or the North Carolina Department of Transportation. The maintenance of all private roads in the subdivision shall be the responsibility of the developer and it shall further be his responsibility to improve such private roads as necessary in order to meet the standards as certified by the design and construction engineer. After transfer of ownership of the road to the homeowners' association it shall be their responsibility for maintenance. The transfer of ownership of any subdivision road from the developer to the homeowner's association can only occur when fifty percent (50%) of the units have been issued an occupancy permit by the Iredell County Inspections Department.
Certificate of Public Road Maintenance: (where appropriate) (I) (We) hereby certify that (I) (We) will maintain the public roads within this subdivision to the standards set forth by the City of Statesville until the respective governmental agency takes over this responsibility.
